    Local Business Licensing Requirements

    Generally, no permit is required for the establishment of a trade or business in Germany. However, there may be certain procedural requirements and, in certain cases, the enterprise or management has to demonstrate its qualification to operate a specific business.

    Any person, German or non-German, who intends to establish a business has to report this to the local licensing office (Ordnungsamt). This office will provide the person starting up the business with a business certificate (Gewerbeschein) confirming that the proposed trade or business has been duly registered . Specific licensing of the business or management is necessary in areas such as banking, insurance, regular passenger or freight transport, retail trade in food and metals, telecommunication etc...
